Abstract

B a c k g r o u n d. The relevance of the research lies in the need to adapt and improve the state regulation of the energy industry in the conditions of war, to stimulate development and integration with the European energy system. The purpose of the study is to analyze the current state of the energy market of Ukraine and develop recommendations for improving state regulatory tools in the direction of stimulating the development of the energy sector for the implementation of the national energy strategy.

M e t h o d s. The article uses a comprehensive approach, which includes the analysis of scientific literature, regulatory documents and statistical data. The experience of the EU countries was studied with the help of a comparative analysis. GAP analysis was used to identify key areas of state incentives that need improvement. With the help of SMART analysis, recommendations were formulated to stimulate the development of the energy sector of Ukraine.

R e s u l t s. An analysis of the current state of the energy sector of the national economy in the conditions of war was carried out. The author's interpretation of the existing definitions is offered, and the state and structure of the natural gas, coal, oil and oil condensate market are analyzed. The need to harmonize the national energy strategy with the strategy of the EU countries and world trends is substantiated. The experience of EU countries in stimulating the development of energy was studied and key areas for improving national policy in this area were identified. Based on the results of the analysis, recommendations were developed to improve state regulation and ensure sustainable development of the energy industry of Ukraine.

C o n c l u s i o n s. Recommendations have been developed to improve state regulatory tools for stimulating the development of the energy sector of Ukraine. It is proposed to update the regulatory environment, expand economic support tools, stimulate investments in technological innovations, and introduce modern market mechanisms. Ways of intensifying international cooperation and adaptation of the best experience of other countries are proposed. The proposed recommendations will help increase the effectiveness of the national energy strategy, increase the share of renewable energy sources and ensure Ukraine's energy security.
