Abstract

B a c k g r o u n d . The relevance of this article lies in the need for an in-depth study of regional policy instruments capable of simultaneously promoting economic recovery and growth, as well as leveling regional disparities, which have deepened since the beginning of the full-scale invasion. The research objective is a comprehensive analysis of the growth poles concept as a tool for stimulating entrepreneurship and attracting investment in the context of Ukraine's economic recovery. The object of the research is the growth poles concept as a regional policy instrument aimed at economic recovery. The subject of the research encompasses the theoretical foundations, international experience, identification indicators, implementation mechanisms, and potential impact of the growth poles concept on economic recovery, overcoming regional disparities, and attracting investment in Ukraine.

M e t h o d s . The study employs a comparative analysis of international experience in implementing the growth poles concept, the domestic legal framework, and approaches to indicator selection, as well as an analysis of domestic research related to the topic. This allowed for a comprehensive assessment of the prerequisites, mechanisms, and consequences of implementing growth poles for economic recovery.

R e s u l t s . Within the scope of the research, a comprehensive assessment of the state and specific characteristics of regional development in Ukraine was conducted, including an analysis of territorial disparities and the existing methods for addressing them. Based on a comparative overview of foreign practices (in Romania, Poland, France, and others), the study generalizes approaches to implementing growth poles and identifies five core groups of indicators to define potential "poles" (administrative status, demographic factors, innovation activity, economic capacity, and spatial integration). It is demonstrated that with targeted support and sufficient institutional capacity, growth poles can generate a multiplier effect on surrounding areas, exerting a positive influence on employment figures, investment attraction, and overall economic recovery dynamics.

C o n c l u s i o n s . The introduction of growth poles in Ukraine can become a critical factor in mitigating disparities, expediting economic recovery, and preparing for European integration. Its effectiveness will depend on the careful selection of priority centers, adaptation of foreign expertise, and the development of well-designed government policies and financial incentives aimed at key urban centers.
